Expert Testimony
Tennessee Advisory Committee to the United States Commission on Civil Rights. Topic: Voting and Civil Rights in Tennessee. May 25, 2022.
- The Tennessee Advisory Committee to the United States Commission on Civil Rights asked that I provide testimony regarding any laws or practices Tennessee employs that burden voters and how the Covid-19 pandemic influenced voter turnout in the 2020 election. To this end, I discussed the various issues surrounding election administration and access in the volunteer state, as well as steps that other states took to provide greater access during the 2020 election and how this set them apart from the state of Tennessee which did not make many alterations to their voting process.

- Discusses support among the American public and political partisans for a wide range of election system reforms, including automatic voter registration, voter identification requirements, national primary, national referendum, and more. Results show majority support for every reform in the general public, with the exception of all-mail voting. Among partisans, Democrats most supportive of reform, followed by independents, then Republicans; though, this pattern is reversed for voter identification requirements.
Ritter, Michael, Joseph A. Coll, and Caroline J. Tolbert “Two Sides of the Same Coin? Election Administration, Electoral Reforms, and Their Effects on Voter Turnout” in MIT Election and Data Science Lab Blog, August 26, 2021
- Highlights the independent and cumulative impacts of election access and administration on voter turnout. Results demonstrate that both access and administration are integral for voter turnout. Greater access and administration can greatly increase voter turnout, while low access and poor administration have the opposite effect. Cumulative effect sizes are large enough to alter election outcomes.
